as in fluently? well well no I mean some only speak French and some speak English as a second language but I would say the majority speak English fluently, yes 

If you mean with particular spellings or expressions then… probably? maybe not? but I should say it’s pretty normal for canada :)

  6. distanttranquility said: Many new Canadians can’t speak much English or French. In larger cities there are gov’t courses to teach either En/Fr to new citizens. Though, cities have “Chinatown”s, or the like in which someone could easily get around without English or French.
